Belgium's packaging EPR system is interregional: one Belgian framework covers Flanders, Brussels and Wallonia. The practical route depends on who is the PPWR producer, whether that producer is established in Belgium, and whether the packaging is household or commercial / industrial.

What actually happens when you start selling into Belgium?
Before looking at regulations, registers or tariff tables, reduce the process to five practical stages.
Your job is to provide the commercial facts.
We determine the producer, Belgian AR route, household / industrial split, registration path, PRO relationship, regulatory funding and reporting workflow. You should not need to assemble those institutions yourself.
We identify the Belgian Producer
If goods are supplied directly from abroad to a Belgian end user, the foreign company can itself be the PPWR Producer. If a Belgian business opens the domestic supply chain, the result can be different.

Where the Producer is foreign, the Belgian EPR authorised-representative route is activated. Registration and the appropriate producer-responsibility organisation are then connected.

Fost Plus contributions, Valipac contributions, applicable Belgian litter charges and other official amounts remain seller liabilities.

Packaging quantities are routed to Fost Plus and/or Valipac, invoices and statutory charges are funded, and the evidence remains in the Belgium file.

One Producer can need two packaging relationships.
A company may place household packaging and commercial / industrial packaging on the Belgian market. Those streams do not automatically belong in the same EPR organisation.
Household → Fost Plus. Industrial → Valipac.
The first operational question is therefore not “Which Belgian PRO is cheapest?” It is “Which packaging belongs to which Belgian stream?”

Extended Producer Responsibility
EPR is the legal responsibility attached to packaging placed on the Belgian market. It is not the name of an organisation.
Belgian representative
Authorised Representative for EPR
A person or legal entity established in Belgium and appointed to fulfil the foreign Producer's Chapter VIII EPR obligations.
Belgian public authority
EPRiBEL
The Interregional Commission for EPR, successor to the Interregional Packaging Commission, responsible for the Belgian interregional framework.
Producer organisation
Producer Responsibility Organisation
The organisation entrusted with carrying out defined EPR obligations for its participating Producers.
Household packaging route
Fost Plus
Belgium's accredited organisation for household packaging waste. Its 2026 material rates are public.
Industrial packaging route
Valipac
Belgium's current accredited organisation for commercial and industrial packaging waste.
Belgium is operating through a regulatory transition.
The legal Producer-registration obligation exists, but EPRiBEL stated on 26 August 2026 that the Belgian producer register is still being developed. Fost Plus already handles registration collectively for its members, while the new EPRiBEL infrastructure continues to be built.
