Direct answer

There is no single EU website where a packaging producer registers once for all 27 Member States.

PPWR requires national producer registers. The producer compliance relationship is country-based. Some Member States already operate a public packaging producer register or equivalent registration system; others are still adapting their national infrastructure to PPWR Article 44.

Do not invent a PPWR registration number where the country does not issue one yet.

National register infrastructure is not yet uniform. Where a Member State states that its PPWR producer register is still being built, this directory points to the current lawful national EPR route instead and says so explicitly.

Austria

EDM · Austrian environmental data management system

EDM is the current official registration and reporting infrastructure. Austria is adapting this infrastructure for the PPWR Article 44 producer register.

EDM states that current foreign-distance-seller lists are being used as part of the forthcoming PPWR producer-register infrastructure.

Belgium

EPRiBEL · Interregional Packaging Commission

Belgium's competent interregional body is EPRiBEL. Its PPWR producer register is explicitly still under development.

Do not present a Belgian PPWR registration number as currently available. EPRiBEL states that the register is still being built.

Department of Environment

The Department of Environment is the public authority responsible for EPR implementation and approval of individual and collective waste-management systems.

Use the Department's current EPR framework. A separate public packaging PPWR producer-register route was not verified as operational in this review.

ADEME · French EPR administration

ADEME publishes the public list of registered producers and their unique identifiers — IDU — and operates the national REP information infrastructure.

France's professional-packaging EPR operational launch was officially moved to 1 January 2027. Use the current ADEME sector page for that stream.

HU Current national route

Hungary

National EPR framework + MOHU operational system

Hungary's current EPR workflow uses the MOHU Partner Portal together with the competent waste-management authority registration framework.

MOHU is the operational concession-system route; it is not being labelled here as the government regulator.

Ireland

Department of Climate, Energy and the Environment

Ireland currently operates packaging EPR through its national producer-responsibility framework and Repak. A separate Article 44 packaging register is part of the PPWR transition.

Repak is the packaging compliance scheme, not a substitute label for a government Article 44 register.

Italy

MASE / current CONAI packaging system

Italy's existing packaging EPR system continues through the CONAI framework while national PPWR institutional arrangements are being adapted.

Do not describe a CONAI membership code as a universal PPWR Article 44 registration number.

Latvia

Latvia explicitly states that it currently has no separate packaging-producer register issuing EPR or PPWR registration numbers. The existing national EPR and tax framework continues.

Romania

Environmental Fund Administration · AFM

Romania currently operates packaging financial declarations through AFM and environmental packaging reporting through the national environmental reporting infrastructure.

A dedicated public PPWR Article 44 packaging-producer register was not verified as operational in this review. We therefore do not publish a fictitious Romanian PPWR number or register link.

Start with the source that actually has legal or regulatory authority.

No. PPWR establishes national producer registers. Producers register in the Member States where the applicable producer obligation exists.

No. Member States are at different implementation stages. Some already operate packaging producer registers or equivalent registration systems. Others are still building or adapting the Article 44 register.

Not automatically. A PRO can be authorised or licensed to perform producer-responsibility functions but remains distinct from the competent ministry, authority or public register. This directory labels operational systems separately.

Start with binding EU or national law and the competent public authority or producer register. Use PRO and scheme websites for operational contracts, tariffs and reporting procedures.

Follow the current national EPR route published by the competent authority. Do not invent or buy a supposed PPWR registration number that the authority itself does not currently issue.

An official link tells you the rule. Your business still needs the correct country workflow.
