01 · Packaging scope

Identify exactly which packaging type this declaration will cover.

Annex VIII requires unique packaging identification and traceability. One declaration should not silently cover materially different packaging designs.

Brand / design control
Packaging or packaged product is designed/manufactured under our name or trademark.
Our undertaking meets the micro-enterprise definition used by PPWR.
Packaging supplier is established in the same Member State.
Special exemption check
Custom-made transport packaging for configurable medical devices / medical systems used in industrial or healthcare environments.

Article 15(11) excludes this narrow category from Article 15(2)–(3). The tool will flag it for exemption review rather than producing an unnecessary DoC.

02 · PPWR manufacturer

Determine the manufacturer before you put a company name on the declaration.

The PPWR manufacturer is not automatically the packaging converter and is not the same legal role as the EPR Producer. For sales and grouped packaging the manufacturer will often be the filler / product brand owner; transport and service packaging can follow a different rule.

03 · Articles 5–12

Apply the requirements that are legally relevant on the assessment date.

The tool separates “requirement exists” from “specific PPWR methodology is already applicable”. It does not invent future recyclability grades, recycled-content methods or labels before their legal trigger.

Date-sensitive engine: future requirements are shown for planning, but cannot be used to create a false present-tense conformity claim. If a future trigger depends on an implementing or delegated act that has not been verified, the status becomes REVIEW REQUIRED.

04 · Evidence library

Upload the documents behind the declaration.

Each uploaded file becomes a traceable evidence record in the Annex VII dossier. Files are stored as browser-local blobs in IndexedDB, survive normal page refresh and are not uploaded to Beyoğlu Professional by this application.

The Annex VIII declaration is intentionally short. The detailed regulatory record belongs here: identification, design/manufacture, risk analysis, applicable requirements, standards/specifications, assessment summaries, test evidence, production control and the indexed supporting documents.

Retention + authority request

5-year / 10-year rule

Single-use packaging: 5 years. Reusable packaging: 10 years, counted from placing on the market.

On a reasoned national-authority request, the manufacturer must be able to provide the information and documentation necessary to demonstrate conformity, including the technical documentation, within the PPWR response period.

06 · Annex VIII declaration

Preview the legal document before you sign it.

The signed declaration follows the Annex VIII order. It is deliberately shorter than the technical file: the evidence stays behind the declaration rather than being copied into it.

Annex VIII stays concise: the signed declaration contains the fields required by the Annex VIII model. Technical-file references and supporting evidence remain in the separate Annex VII conformity dossier unless you deliberately enter relevant information in point 8.
Sole responsibility: generating this document does not transfer the manufacturer's legal responsibility to Beyoğlu Professional. The declaration should be signed only after the conformity assessment has demonstrated the applicable requirements.

07 · Review & export

Export the declaration, the technical file — or the complete authority pack.

PPWR conformity is not evidenced by the one-page declaration alone. The final regulatory record is the Annex VIII declaration kept together with Annex VII technical documentation and the supporting evidence behind the conformity assessment.

Manufacturer obligations after export

Generating the files does not end the conformity obligation.

  • Sole responsibility: by drawing up the EU Declaration of Conformity, the manufacturer assumes responsibility for compliance of the packaging with the PPWR requirements covered by the declaration.
  • Retention: keep the Annex VII technical documentation and EU Declaration of Conformity for 5 years from the date the packaging is placed on the market.
  • Continuous update: keep the EU Declaration of Conformity continuously updated when the applicable legal, technical or packaging basis changes.
  • Reassessment: review changes to design, materials, suppliers, manufacturing or relevant standards/specifications where they may affect conformity.
  • Authority request: on a reasoned request, provide the information and documentation necessary to demonstrate conformity, including the technical documentation, in an understandable language, electronically and on request on paper; relevant documents must be available within 10 days.
  • Language: ensure the declaration is drawn up in, or translated into, the language or languages required by the Member State where the packaging is placed or made available on the market.
  • Independent archive: browser storage is a working convenience, not the manufacturer's statutory archive. Keep an independent controlled copy of the signed declaration, technical documentation and supporting evidence.
Retention changes automatically: single-use packaging = 5 years; reusable packaging = 10 years from placing on the market.

Authority response: under PPWR Article 15(10), a manufacturer must be able to provide the information and documentation necessary to demonstrate conformity, including technical documentation, electronically and on request in paper form; relevant documents must be made available within 10 days of a reasoned national-authority request.
Signature modes: the Annex VIII output contains the official signature block. You may print and wet-sign it or apply a valid electronic signature externally. A typed name or image placed by this tool is not labelled as a Qualified Electronic Signature.
Country localisation: country-specific final export remains blocked unless the destination language / national delivery rule is verified in the localisation manifest. EU master mode is an English working declaration and should not be treated as satisfying every Member State's language rule.
