01 · Define the dataset

One period. Explicit countries. A controlled SKU universe.

Readiness only means something when the dataset has a clear reporting period and destination scope. Browser-local imports can accelerate setup, but imported facts are not treated as verified evidence automatically.

Period discipline. Sales, shipments, returns, packaging measurements and source documents should refer to the same reporting scope.

02 · SKU universe

Start with every product that can create packaging data.

A missing SKU creates a silent under-reporting risk. Add active SKUs first, then connect components and destination-period quantities.

03 · Packaging components

Decompose the pack before you classify it.

Jar, lid, label, sleeve, retail box, grouped carton, shipping box, filler and mailer should normally be separate components. Packaging type describes what it does; material describes what it is made from.

Composite packaging. If a defensible material split is unavailable, do not invent one. Keep the component as composite / multi-material and leave the relevant material allocation at REVIEW REQUIRED until evidence exists.

04 · Country + period quantities

The same physical pack can require a different national mapping.

Select the Member States in this dataset. The engine keeps the universal component/material record separate from the national or PRO classification required for a particular declaration.

Readiness is granular, not a single compliance score.

The engine reports gaps at SKU, component, country and reporting-period level. `VERIFIED COMPLETE` means the data record and its evidence are ready for the next preparation step—not that a declaration has been filed.

07 · Declaration handoff

When the data is ready, hand it to the document engine.

The checklist stops at readiness. The Packaging Data & Declarations Engine creates the actual structured country dataset and preserves official form/data-format rules where they exist.

Verify the country mapping

Open the destination-country page before converting the universal ledger into a national/PRO taxonomy.

Pass the completed ledger to the downstream template engine. Do not rebuild the declaration inside this checklist.
