Producers can be required to register in each relevant EU Member State, add the corresponding packaging registration number to their eBay account and self-certify compliance. If a required number is missing or invalid, eBay can hide listings from buyers in that country.

eBay is checking the Producer's national EPR status. It is not replacing it.

PPWR Article 45 requires qualifying online platforms to obtain registration information and self-certification before allowing Producers to use their services.

What does eBay now collect from a packaging Producer?

The PPWR marketplace rule requires information concerning the Producer's registration in the Member State where the consumer is located, including the Producer registration number, together with a self-certification confirming compliance with the applicable extended producer responsibility requirements.

eBay's current implementation reflects this structure: country selection, Packaging category, registration number and a seller certification checkbox.

eBay must make best efforts to assess whether the information supplied is complete and reliable. National EPR registration, PRO/system participation, AR appointment, declarations and regulatory payments remain separate legal obligations.

COUNTRY

One account can need several packaging numbers.

A seller may be Producer in Germany, France and Spain while having a different status in another Member State. Registration is not an account-wide EU conclusion.

ACCOUNT

eBay stores EPR IDs at seller-account level.

Once the relevant number is added, eBay says it automatically applies the registration information to the seller's listings.

LISTING RISK

Missing evidence can become market-specific invisibility.

eBay states that listings may be hidden from buyers in countries where a required packaging number is missing or invalid.

eBay compliance is country-specific — not marketplace-site-specific.

The relevant question is not merely whether you listed on ebay.de, ebay.fr or ebay.it. A cross-border transaction to a consumer in another EU Member State can create a destination-country packaging EPR question.

Do not confuse the PPWR EPR AR with eBay's EU Responsible Person or Economic Operator.

eBay separately collects information concerning manufacturers, EU Responsible Persons and other economic operators under product-safety legislation such as the GPSR. Those roles do not automatically satisfy the packaging EPR Authorised Representative requirement.

eBay account workflow

Add each packaging registration to the legal seller account.

eBay's new PPWR workflow is account-level. France and Germany registrations previously stored in eBay are migrated into the new structure when still current.

Determine whether the eBay seller entity is the Producer.

Do not begin from the compliance field. Establish the legal role for the actual transaction first.

Register with the relevant national Producer register.

Obtain the registration number that belongs to the correct legal entity in the relevant Member State.

Complete the underlying EPR arrangement.

Establish the applicable PRO/system relationship, AR mandate, reporting and regulatory-funding structure.

eBay currently states that EPR registration-number management cannot be completed from a mobile phone.

Open Extended Producer Responsibility (EPR) registration numbers and select Add or Manage.

Select the country and Packaging category.

Packaging is one EPR stream. Batteries, WEEE and other regulated categories can require separate identifiers.

Enter the exact registration number.

Use the number issued or recognised for the legal seller/Producer. Preserve entity spelling and national identifier format.

Read the certification statement before checking the box.

The checkbox is not administrative decoration. It represents a seller certification concerning packaging compliance. Confirm the underlying EPR file before certifying.

Add the number and retain evidence of the submission.

eBay says the account-level information is then automatically added to listings. Keep a dated screenshot or equivalent account evidence in the marketplace evidence file.

Existing France and Germany registrations receive special treatment.

eBay states that packaging registration numbers already supplied for France or Germany are automatically migrated into the new packaging-registration structure. If the record remains accurate, no separate resubmission should be necessary. If it is outdated, remove the old value and enter the current registration number.

eBay's EU-wide PPWR layer sits above older national EPR implementations.

Germany, France, Spain and Italy already had significant eBay EPR workflows before the new PPWR-wide packaging layer. Some old instructions remain relevant. Others are now transitional.

Spain · important transition

Do not use eBay's legacy Spanish platform number as a substitute for your PPWR Producer registration.

This is one of the clearest examples of why marketplace help pages must be checked against current national primary law.

  • The platform must assess whether the information is complete and reliable.
Current operating rule

For sales made after PPWR became applicable, do not rely on the legacy eBay Spain platform number as proof that your own Producer registration, EPR-system participation or authorised-representative requirement is satisfied. Control the compliance perimeter

If a country is not compliance-ready, make sure eBay cannot sell your item there.

eBay supports excluded shipping locations and business-policy level country controls. eBay International Shipping adds another layer that must also be checked.

Country gating

Your shipping configuration should match your compliance map.

An unwanted cross-border checkout can become a new Producer-country event. Keep commercial availability aligned with country activation.

1. Go to Shipping / Postage Preferences.
2. Open Exclude shipping locations.
3. Exclude Member States that are not yet compliance-ready.
4. If using Business Policies, apply the correct shipping policy to every relevant listing.
5. Review eBay International Shipping separately.
6. Do not assume an ordinary exclusion automatically disables eBay International Shipping for the same location.
7. Reopen the country only after the Producer, registration, AR, system and reporting route are ready.
eBay International Shipping can expand your reach beyond ordinary shipping settings.

eBay's current international-shipping documentation warns that eligible items may still become available through eBay International Shipping. Review the programme-specific country controls and turn off automatic international expansion where the resulting destination would exceed your compliance perimeter.

A logistics hub does not automatically become the EPR destination.

Where eBay or another logistics provider uses a domestic hub before moving the parcel internationally, the compliance engine should retain the buyer's final destination Member State rather than blindly treating the intermediate warehouse as the consumer destination.

eBay's second-hand economy

Used product does not mean used packaging law.

PPWR regulates packaging. eBay expressly warns sellers that packaging obligations can still apply when the item being sold is second-hand.

The number establishes the identity of the national Producer record. The certification addresses the wider EPR compliance position. A valid-looking number cannot support an inaccurate self-certification if system participation, AR or other required EPR elements are missing.

Packaging is only one EPR category

One eBay listing can carry several unrelated EPR duties.

This matters particularly for electronics, batteries, furniture and other regulated product categories.

Multiple UINs can coexist.

  • Packaging can require its own French EPR UIN.
  • The product itself may fall into another EPR stream.
  • Batteries can create another separate EPR identifier.
  • Paper documentation can also be relevant under the French EPR architecture.
  • eBay stores supported EPR IDs at account level.
Italy

Pay on Behalf can reduce recurring administration.

  • Seller first obtains the applicable EPR number.
  • eBay allows eligible sellers to opt into Pay on Behalf.
  • eBay can calculate eligible sales quantities.
  • eBay can report and pay applicable EPR fees for covered sales.
  • The service does not erase Producer registration or other non-covered obligations.
Multi-channel seller?

If your legal Producer also sells through Amazon, Etsy, Shopify, wholesale or its own site, an eBay marketplace service does not automatically capture packaging quantities introduced through those other channels. Maintain a Producer-level country ledger, not a marketplace-only ledger.

Until eBay exposes an authorised API for that account-level function, final EPR-number maintenance remains a controlled account operation.

Older listing-level EPR integrations should be audited.

eBay's Developer Program documents that older France EPR fields such as ProducerProductID, ProductPackageID, ShipmentPackageID and ProductDocumentationID were removed from listing APIs when EPR IDs moved to seller account level. A legacy connector that still attempts to write those fields should not be assumed to support the current PPWR workflow.

Direct answers for EU eBay sellers.

Do I need one packaging EPR number for all of eBay Europe?

No. Packaging registration remains Member-State specific. eBay's current PPWR workflow requires sellers to add the relevant registration number separately for each country where they are considered the packaging Producer.

Where do I add my PPWR packaging number on eBay?

eBay currently directs business sellers to Account Settings → Business Info → Extended Producer Responsibility (EPR) registration numbers → Add or Manage. Select the country, select Packaging, enter the registration number, complete the certification and select Add.

Can I add the packaging registration number from my phone?

eBay currently states that the EPR registration-number management workflow can be completed on a computer or tablet, but not on a mobile phone.

What happens after I add the number?

eBay states that the account-level packaging registration information is automatically associated with the seller's listings. The seller must still maintain the underlying national compliance file, reports, regulatory payments and representation where required.

What happens if my packaging number is missing or invalid?

eBay states that listings may be hidden from buyers in the affected Member State when the required packaging registration number is missing or invalid. National authorities may separately impose consequences under applicable law.

Are my old German LUCID or French packaging numbers still usable?

eBay says packaging registration numbers previously provided for France or Germany are automatically migrated into its new PPWR structure. If the information remains current, no additional action is expected. If it is outdated, remove it and enter the current number.

Can I still use eBay's Spanish ENV/2023/000034242 number?

Do not treat the legacy eBay Spain platform number as a substitute for the actual Producer's PPWR registration for post-12 August 2026 sales. MITECO now states that online marketplaces are no longer subsidiary Producers for the affected route and must instead verify the Producer's own Spanish RPP registration and EPR self-certification.

Does eBay Pay on Behalf in Italy replace my registration?

No. eBay's current Italian Pay on Behalf service can handle eligible reporting and EPR fee payments after the relevant EPR number is added. Registration and other non-covered legal requirements remain separate.

I sell only second-hand products. Does packaging EPR still matter?

Yes, potentially. eBay expressly notes that PPWR can apply to packaging used when selling second-hand goods. A used item placed in a new shipping box, mailer, cushioning or other packaging can still generate packaging-EPR obligations.

Can I exclude EU countries until registration is ready?

Yes. eBay provides shipping-location exclusions and business-policy controls. Sellers using eBay International Shipping should also review its separate expansion and exclusion settings, because eligible items can otherwise be made available to additional international destinations.

Does eBay International Shipping take over my EPR Producer obligations?

Do not assume so. Shipping or customs administration is not itself the PPWR Producer test. The final consumer destination, legal seller, first making available and applicable country route must still be analysed.

Can Beyoğlu automate eBay packaging reporting?

eBay provides Fulfillment and Notification APIs that can support transaction ingestion and country-ledger automation, subject to approved access and scopes. eBay currently documents packaging EPR registration-number maintenance through account settings rather than a public PPWR EPR write API, so that account action remains separately controlled.
