eBay Packaging EPR after PPWR.
eBay now treats packaging EPR as a country-level seller-account compliance record. Producers can be required to register in each relevant EU Member State, add the corresponding packaging registration number to their eBay account and self-certify compliance. If a required number is missing or invalid, eBay can hide listings from buyers in that country.

eBay is checking the Producer's national EPR status. It is not replacing it.
PPWR Article 45 requires qualifying online platforms to obtain registration information and self-certification before allowing Producers to use their services.
What does eBay now collect from a packaging Producer?
The PPWR marketplace rule requires information concerning the Producer's registration in the Member State where the consumer is located, including the Producer registration number, together with a self-certification confirming compliance with the applicable extended producer responsibility requirements.
eBay's current implementation reflects this structure: country selection, Packaging category, registration number and a seller certification checkbox.
eBay must make best efforts to assess whether the information supplied is complete and reliable. National EPR registration, PRO/system participation, AR appointment, declarations and regulatory payments remain separate legal obligations.
One account can need several packaging numbers.
A seller may be Producer in Germany, France and Spain while having a different status in another Member State. Registration is not an account-wide EU conclusion.
eBay stores EPR IDs at seller-account level.
Once the relevant number is added, eBay says it automatically applies the registration information to the seller's listings.
Missing evidence can become market-specific invisibility.
eBay states that listings may be hidden from buyers in countries where a required packaging number is missing or invalid.
The relevant question is not merely whether you listed on ebay.de, ebay.fr or ebay.it. A cross-border transaction to a consumer in another EU Member State can create a destination-country packaging EPR question.
eBay separately collects information concerning manufacturers, EU Responsible Persons and other economic operators under product-safety legislation such as the GPSR. Those roles do not automatically satisfy the packaging EPR Authorised Representative requirement.
