Etsy Packaging EPR after PPWR.
Etsy asks qualifying sellers to provide country-specific EPR registration information inside Shop Manager. But the marketplace field is only the final verification layer. Before entering a number, determine who the Producer is, whether an EPR Authorised Representative is required, which national register and PRO/system apply, and which packaging quantities must actually be reported.
The marketplace rule
Etsy verifies the Producer. Etsy is not the Producer register.
PPWR Article 45 places a verification obligation on qualifying online platforms. The legal record itself remains attached to the Producer and the Member State where the consumer is located.
What does PPWR require a marketplace such as Etsy to obtain?
PPWR Article 45 requires qualifying online platforms to obtain information concerning Producer registration in the Member State where the consumer is located, the relevant Producer registration number, and a Producer self-certification that the applicable EPR requirements are fulfilled for that Member State.
The platform must then make best efforts to assess whether the information supplied is complete and reliable.
Etsy's current public Help Center provides explicit country-specific EPR entry workflows for Germany, France and Spain. Those three public workflows do not create an exemption for the other 24 Member States.
Etsy seller is not automatically the EPR Producer.
Seller identity, production partner, brand ownership, establishment, customer and first making available must be analysed under the applicable legal definition.
Buyer country can create a separate compliance route.
A French, German or Spanish order is not simply “an Etsy EU sale”. It reaches a different national EPR environment.
Etsy submission is evidence delivery.
It does not replace PRO/system participation, AR appointment, reporting, eco-contributions, buyer information or retention of regulatory evidence.
Article 44 creates a new national-register architecture, but the first harmonised registration/reporting implementing act was still a Commission draft at this regulatory review. Etsy therefore continues to instruct sellers to use the current German, French and Spanish registration systems. Do not wait for a fictional single “EU Etsy EPR number”.
