Etsy Packaging EPR after PPWR.

Etsy asks qualifying sellers to provide country-specific EPR registration information inside Shop Manager. But the marketplace field is only the final verification layer. Before entering a number, determine who the Producer is, whether an EPR Authorised Representative is required, which national register and PRO/system apply, and which packaging quantities must actually be reported.

The marketplace rule

Etsy verifies the Producer. Etsy is not the Producer register.

PPWR Article 45 places a verification obligation on qualifying online platforms. The legal record itself remains attached to the Producer and the Member State where the consumer is located.

What does PPWR require a marketplace such as Etsy to obtain?

PPWR Article 45 requires qualifying online platforms to obtain information concerning Producer registration in the Member State where the consumer is located, the relevant Producer registration number, and a Producer self-certification that the applicable EPR requirements are fulfilled for that Member State.

The platform must then make best efforts to assess whether the information supplied is complete and reliable.

Etsy's current public Help Center provides explicit country-specific EPR entry workflows for Germany, France and Spain. Those three public workflows do not create an exemption for the other 24 Member States.

PRODUCER

Etsy seller is not automatically the EPR Producer.

Seller identity, production partner, brand ownership, establishment, customer and first making available must be analysed under the applicable legal definition.

DESTINATION

Buyer country can create a separate compliance route.

A French, German or Spanish order is not simply “an Etsy EU sale”. It reaches a different national EPR environment.

VERIFICATION

Etsy submission is evidence delivery.

It does not replace PRO/system participation, AR appointment, reporting, eco-contributions, buyer information or retention of regulatory evidence.

Existing national identifiers remain operational during the PPWR register transition.

Article 44 creates a new national-register architecture, but the first harmonised registration/reporting implementing act was still a Commission draft at this regulatory review. Etsy therefore continues to instruct sellers to use the current German, French and Spanish registration systems. Do not wait for a fictional single “EU Etsy EPR number”.

Etsy's current public EPR documentation confirms dedicated Shop Manager entry routes for these three countries. The underlying national compliance architecture is not the same.

MITECO confirms that qualifying foreign Producers making first direct supply to Spanish end users must appoint an authorised representative in Spain. Additional marking or take-back rules may also apply.

As of 30 August 2026, no dedicated public Etsy EPR Help workflow was confirmed from Etsy's published material for the remaining Member States. 		National law can still require buyer information, labelling, registration or other evidence.
“Etsy does not show an EPR field” does not mean “the country has no EPR obligation”.

PPWR Article 45 operates at Union level, while Etsy's current public Help Center exposes only part of its country implementation. If your shop accepts orders from another Member State, analyse that Member State independently and retain the evidence even if Etsy has not yet published a dedicated country-specific EPR entry screen.

Etsy-specific risk control

Not ready for a country? Stop accepting orders there before the first sale.

Etsy allows sellers to control sales destinations through delivery/shipping profiles. This creates a practical compliance perimeter that Amazon-style pan-European availability often does not.

Country gating

Sell only where your compliance file is ready.

Country activation and Etsy shipping availability should be reconciled before launch, not after the first compliance notice.

1. Shop Manager → Settings → Delivery / Shipping settings.
2. Open the delivery profile attached to the relevant physical listings.
3. Review “What countries will you deliver to?”
4. Remove countries for which your Producer / EPR route is not ready.
5. If Everywhere Else is enabled, remember that it can preserve availability in countries you did not configure individually.
6. Re-enable a destination after the national operating file reaches the required readiness state.
This is a legitimate compliance control — not an exemption.

If you do not make packaged products available to consumers in a particular Member State, that specific sales route may disappear from your current destination-country perimeter. Once you reopen the country, the Producer and EPR analysis must be current before sales resume.

Etsy Shop Manager

Enter the registration number after the national record exists.

Germany, France and Spain currently use the same high-level Etsy navigation path. The number and the legal evidence behind it remain country-specific.

Determine the EPR Producer for the buyer-country transaction.

Do not begin by asking which registration number Etsy wants. First determine whether your Etsy selling entity is actually the Producer.

Complete national registration and the underlying EPR route.

A registration number should correspond to a real, current registration of the correct legal entity. PRO/system participation and AR appointment should be completed where required.

Open Shop Manager.

Sign into the shop whose seller entity corresponds to the registration record.

Go to Finances → Legal and tax information.

Etsy centralises its currently published EPR registration fields in this legal/tax settings area.

Open Extended Producer Responsibility (EPR) Registrations.

Choose Add info under Germany, France or Spain, depending on the national record being entered.

Preserve the identifier, legal entity, country and EPR stream exactly as supported by the underlying national record.

Complete buyer-facing disclosure separately.

Etsy's country guidance can require return, recycling, take-back or EPR identifier information to be visible to buyers. Do not assume entering the number in Shop Manager automatically populates every required disclosure.

Keep the marketplace evidence file after submission.

Registration, PRO/system proof, AR mandate, buyer disclosure, reports, payments and Etsy submission evidence should remain separately identifiable.

Evidence architecture

The Etsy field proves less than most sellers think.

Each record should answer one sentence: “This document proves…” If the answer is vague, the evidence file is not finished.

Etsy's “Economic Operator” field is not an EPR Authorised Representative mandate.

Etsy also provides an “Economic Operator” settings area for other EU legal requirements. A Manufacturer, importer, GPSR authorised representative or fulfilment service provider entered there is not automatically the Article 45 EPR Authorised Representative. Do not reuse one role merely because Etsy uses the word “representative”.

An EU Declaration of Conformity is not the packaging EPR number Etsy is asking for.

The PPWR Declaration of Conformity belongs to the Manufacturer technical-conformity chain. LUCID registration, French EPR UIN and Spanish packaging registration belong to Producer/EPR workflows. Keep those evidence categories separate.

Marketplace enforcement

Etsy does not publish one universal EPR penalty ladder for every Member State.

Germany is the clearest historical example.

Etsy's German seller guidance has long explained that marketplaces must verify qualifying LUCID/system compliance. German packaging law separately contains statutory sales restrictions and enforcement consequences. Those national consequences must not be presented as if they were an Etsy contractual fee or penalty.

Etsy terminology vs PPWR terminology

Production partner does not mean Producer.

Etsy's marketplace rules classify how an item may be made or sourced. PPWR classifies who carries packaging legal responsibility. Those classification systems answer different questions.

Print-on-demand seller? The production partner's fulfilment data is operationally critical.

If a POD supplier prints, packs and ships directly to an EU customer, the Etsy seller may never physically see the packaging. That does not eliminate the need for packaging weights. The compliance file should obtain component-level packaging data from the production partner, map it to the SKU, version it when packaging changes, and route each Etsy transaction by destination country.

Etsy production partner disclosure and EPR representation are unrelated.

Adding a production partner under Etsy's “Partners you work with” menu satisfies an Etsy marketplace transparency function. It does not create a statutory EPR AR mandate and it does not prove that the production partner has taken over the Producer's packaging obligations.

Shop Manager remains separate.

No public Etsy Open API v3 endpoint for writing the EPR Registration settings was confirmed from the current public API documentation at this review date.

Etsy's Commercial Access requirements expressly prohibit sidestepping the API to retrieve or post Etsy data. A production Beyoğlu connector must operate under the appropriate approved Etsy API access model, OAuth permissions and Etsy developer terms.

Which countries currently have dedicated Etsy EPR registration instructions?

As of 30 August 2026, Etsy's public Help Center has dedicated EPR guidance and Shop Manager registration instructions for Germany, France and Spain. This does not mean packaging EPR is limited to those three countries.

Where do I enter my EPR number on Etsy?

Etsy's current Germany, France and Spain instructions use: Shop Manager → Finances → Legal and tax information → Extended Producer Responsibility (EPR) Registrations → Add info under the relevant country.

Is one Etsy EPR number valid across Germany, France and Spain?

No. Germany uses the relevant German registration route, France uses category-specific French EPR identification, and Spain uses the national Product Producer Register packaging section. The underlying registration remains national.

Does an Etsy production partner become my EPR Producer?

Not automatically. “Production partner” is an Etsy marketplace concept. EPR Producer status is determined under the applicable packaging law and PPWR transaction rules. A POD printer can physically make and ship the item while the Etsy seller still requires a Producer assessment.

I use print on demand and never touch the packaging. Do I still need packaging data?

Yes if the packaging belongs to your reportable Producer route. The fact that a production partner packs and ships the product does not make the weight disappear. Obtain packaging component and weight data from the production partner and map it to the SKU.

Can I stop selling to a country until my EPR registration is ready?

Etsy allows sellers to control destinations through delivery/shipping profiles. You can remove countries you do not want to serve. Check the “Everywhere Else” option carefully, because leaving it active can preserve sales to countries you did not define individually.

Do foreign Etsy sellers need an EPR Authorised Representative?

It depends on the destination country and legal route. Germany now requires a German authorised representative for qualifying foreign direct sellers without a German branch. Spain has a local authorised-representative requirement for qualifying foreign Producers. France has also introduced a France-established mandate-holder requirement for non-established persons subject to French EPR. Other Member States must be checked individually.

Is the Economic Operator I entered on Etsy the same as my EPR AR?

No. Etsy's Economic Operator setting can relate to other EU product or marketplace-law requirements. An EPR Authorised Representative is a separate legal role created by the applicable EPR mandate and country rules.

Does entering my registration number in Etsy complete my EPR obligations?

No. National system participation, EPR AR duties, packaging reporting, regulatory contributions, buyer information and evidence retention remain separate from marketplace submission.

Can Beyoğlu automate Etsy packaging reporting?

Etsy Open API v3 and webhooks can support transaction ingestion and compliance-ledger automation where the required approved API access and data fields are available. The current public Etsy API documentation does not expose a confirmed EPR Registration write endpoint, so Etsy's regulatory-number submission remains a separate controlled Shop Manager step unless Etsy later exposes an approved API mechanism.
